Problem Description:
INST * PROHIBIT = P## ; in the ucf file will cause ngdbuild to error with
this message:
ERROR:0 - Invalid UCF/NCF file entry value detected while searching for PART constraint, value is P
ROHIBIT
ERROR:0 - Errors found while parsing .ucf file 'fast_latch.ucf'.
Solution 1:
Replace any INST * PROHIBIT = P## ; with CONFIG PROHIBIT = P## ; in the ucf
file.
