Problem Description:

General Description:
When running design manager, the implementation process
completes with errors. Looking at the review log or
fe.log file reports the following:
ppr: FATAL ERROR:

The message set for "msg" does not exist
in any of the standard message files. Check to make
sure that the $XACT/msg directory exists and contains
message files. The message set must be defined before
program execution can continue.

Solution 1:
This message appears when either a partial install has taken
place or files from the xact/msg directory have been removed.
The fix is to copy over all the files found in the Xact\Msg directory off the XACT-STEP CD onto your
system -- replacing
and adding onto those currently present.
This will now allow design manager and underlying programs
to output the standard messages that they reports upon.
