Problem Title:
Design Manager M1.3/M1.4/M1.5/i: The User Constraint File (design.ucf) is used even if not specified

Problem Description:
Urgency: Standard

General Description:

A <design.UCF> found in the same directory as the input file with the
same name will be read in during Translation, even if the UCF is not
specified in the Options dialog box.

Solution 1:

If a design.UCF exists in the directory where the input design file
(design.edn, design.edf, design.xnf) exists, then the Design Manager
will automatically read in the UCF file during the Translate process of
Implementation. The design.ucf does not have to appear in the Implement
Options dialog box to be read in by Translate.

If you do NOT want to automatically pick this UCF file when Implementing,
then simply rename the design.UCF something else (i.e - backup.UCF)

If you need to specify a different UCF alltogether, then do so by browsing
for it in the Options dialog box. Specifying the new.UCF will override the
automatic reading of the design.UCF file.
