Problem Title:
NGDBUILD: Launcher: NOT compiling module.ngo because its source was not found

Problem Description:
Urgency: Hot

General Description:

NGDBUILD gives the following warning:

Launcher: NOT compiling module.ngo because its source was not found

Solution 1:

An NGO (native generic object) file is the Xilinx file format for a
hierarchical design module. NGO files are typically converted from EDIF
files or XNF files. Sometimes, NGO files are written out directly without
a corresponding source file, as is often the case with LogiBLOX. Other
times, a Xilinx design may be transported from one computer to another by
transferring only the NGO files.

If an NGO file does not have a corresponding source file, this warning will
be issued. The NGO file, of course, still exists. Since NGO files are all
NGDBUILD needs to construct a complete NGD (native generic design) file,
this warning in most cases can be safely ignored.
