M1.3.7 - XC4000XL package file patch adds new packages.
Problem Description:
A package file patch is available for M1.3.7 which adds
the following packages:
HQ160 for 40{28,36,44}
HQ304 for 40{20,28,36,44,52,62}XL
BG560 for 4085XL
HQ208 for 4044XL
A data file is also included to allow the back annotation
of timing data for the new packages.
