General Description:
A design will correctly configure but during operation I/O's with clock enalbes and tri-states remai
n at a constant
value -- they do not oscillate. Problem occures on 4028ex
devices.
Solution 1:
This bug has been fixed since x1_3_7_core9 gold CD for M1,
which is what the final M1.3 was based on.
All prior Gold and Beta CD's (e.g., x1_3_7_core7) did not
have the fix.
