Problem Title:
M1.3.7 PAR: UCF LOC constraint on net does not override conflicting schematic pad constraint.



Problem Description:
The override does not work in M1.3 unless the constraint is on
the same object (net or pad instance). In the failed case, the
schematic LOC constraint is on the pad instance, but the overriding
LOC constraint was placed on the net.


Solution 1:

This problem has been fixed for M1.4. Meanwhile, the work around
is to override LOC constraints using the pad instance:

    INST "$1I7" LOC=P26;
