General Description:
While synthesizing ABEL code with Foundation M1 Series
software, the following error may be encountered.
Logical Error 18823: Enable 'signal.OE' is only allowed when
top_level specified.
ABEL only allows tri-state buffer inference if the ABEL file being synthesized is a
top-level ABEL file.
Solution 1:
Code the tri-state buffers out of the ABEL, and enter them in
another manner (VHDL, schematic, etc.).
