Problem Title:
M1.X JTAG Programmer: Clicking icon makes hourglass appear, then goes away

Problem Description:
Urgency: Standard

General Description:

Clicking the JTAG Programmer icon makes an hourglass icon
appear for a few seconds, but the hourglass goes away and no
GUI is launched. Also, if the jtagprog command-line program
is run, an error message comes back to the effect of "Cannot find
basut.acd". These errors tend to come with the lab install.

Solution 1:

Make sure that the temporary variables are pointing to a valid location.
An example would be:

TEMP c:\temp

TMP c:\temp

Verify that c:\temp exists and that there is disk space available on that drive.

Solution 2:

Check the XILINX environment variable. It is likely not pointing
to the proper directory. An example of what it should be is:

XILINX c:\fndtn
