Problem Title:
Bitgen M1.4: -t tie option still uses critical nets for tying.

Problem Description:
Urgency: standard,

General Description
When using bitgen with -t (tie unused nodes) option, bitgen should not use critical nets for tying if they are listed in the pcf file with PRIORITIZE greater than 3. However, bitgen is still using t hese critical nets for tying.

This problem is caused by the fact that BITGEN is not reading the pcf file until after the tying ope ration has been completed. Therefore, BITGEN does not know about critical nets during tying .

Solution 1:

CR 105600 has been filed agains M1.4.

This problem has been fixed in M1.5. The flow has changed so that BITGEN now reads pcf file before tying operation.
