The x4013xl, x4036xl and x4062xl have -08 advanced speed grade data available.
Solution 1:
The new speed file upgrade is available on the ftp site:
ftp://ftp.xilinx.com/pub/swhelp/M1.4_alliance/spd_4kxl5_m14.tar.Z
ftp://ftp.xilinx.com/pub/swhelp/M1.4_alliance/spd_4kxl5_m14.zip
These files also include previous speed file and bitgen changes.
This file should be installed with the Core Tools Update #16.
It does not matter which update is installed first.
