Solution 1:
This usually involves an output IOB driven by ground.
Because the ground source can be obtained internal to
the IOB, there are legitimately no pins used by the IOB
component. If a pad driven by ground is not the expected configuration, look for reasons why the rel
evant logic is being optimised to ground.
