Some columns are blank in the (performance/speed)
characterization data tables for -08 speed grade parts.
Solution 1:
In the characterization data tables for the -08 speed grade
parts there are some empty cells. There is data only for the
4013xl, 4036xl, and 4062xl devices because only these
devices are currently supported in the -08 speed grade.
The blank cells will be filled in later when the -08 speed
grade support is expanded to other devices.
