The latest Spartan -4 speed files have to be used in order to
meet timing for the PCI32 Spartan V2.0.3.
They can be downloaded by going to the following location:

Different files are available for the PC and UNIX platforms.
You will need the PCI Spartan Lounge password to access these
files.
