Problem Description:
There is a bad pin name in xc3090l-tq176 package. The
pin "p128" should be "P128". Map rejects the valid LOC
constraint LOC=P128.
Solution 1:
Work around using .ucf is to use pad name:
INST "$12I146" LOC = PAD36 ;
