Problem Description:
URGENCY: standard
GENERAL DESCRIPTION: When targeting the 3090L, TQ176 package,
it is possible to lock all pins except P128. When attempting to lock this pin,
the error in MAP is the following: ERROR:baste:262-bad format for LOC constraint
Solution 1:
This is a bug in the software. The UCF file is looking for a lower case "p" rather
than an upper case "P". For example, the UCF file should read: NET "pad name"
LOC = p128
note: other site names use "P"
