General Description:
Unused JTAG Pins on the VIRTEX family do not need to be
externally pulled up or down and may be left unconnected.
Solution 1:
Virtex JTAG ports have internal pullups connected by default.
The exception is TDO, which has neither a pullup nor a
pulldown. It is an output only, so if it is not used, leaving
it floating is OK. The user can choose to configure pullups,
pulldowns, or neither, on all the pins if the default is not
satisfactory.
