Problem Title:
Design Manager M1.5: 'Set Guide file(s)' option is greyed out when a project is initially created

Problem Description:
Urgency: Standard

General Description:

When a user creates a NEW project in the M1.5 Design Manager, the
"Set Guide File(s)" option under the Design menu is initally greyed out.

The menu item does not become available until a revision is selected
within the project, the reason being that guide is implemeted based
off of information from previous revisions.

The shortcoming to this is that a CUSTOM guide file can not be selected
until a revision exists, which occurs in the scenario where a new project
was just created (as described above).

Solution 1:

The solution below describes how to select the CUSTOM guide file setting
before a revision exists for a given project.

After having created a NEW project with Design Manager,

1) Select Design->New Version->OK
2) Select Design->New Revision->OK
3) Select Design->Set Guide File(s)->Custom

This issue will be addressed in a future release.
