Problem Description:
Urgency: Standard

General Description: In the 1_5i or 1_5.25 version of the
software a new flip-flop is introduced in the SpartanXL,
XC4000XLA, and XC4000XV. This flip-flop is connected to
the tri-state enable of the OBUFT. This allows for faster
output enable and disable times. Application Note 123 explains
how to utilize this flip-flop.
