General Description:
The setup constraints on Spartan PQ208 package have been
relaxed from 70% setup rule by 1-3% in the UCF files
pcim/[flow]/src/ucf/ms30(40)p208_4.ucf.
Solution 1:
The devices are still PCI setup timing compliant under worst
operating conditions, so no workaround is needed.
