Solution 1:

The 5.0v PCI spec calls for the output buffer to be loaded
with 50pF when measuring clock-to-out timing.

The 3.3v PCI spec (including the 66MHz spec) calls for the
output buffer to be loaded with 10pF with a 25 ohm resistor
in parallel
