General Description:
When a customer opens a top-level HDL project in Foundation, the Project
Manager checks out the following licenses:

fpga-express
fpga-express-constraints-mgr
Those customers who have only purchesed the Base version (FXAA#######) will
recieve an error in the Project Manager similar to: "cannot find license for
constraints manager".
Solution 1:
This is because the Base version of Foundation w/ Express does not include the
Synopsys constraints manager. This error should be ignored and the user can
continue.
