Problem Title:

1.5i Promgen - ERROR:basbs:262 - 0x19682 bytes loaded up from 0x0 exceeds maximum0xffff..


Problem Description:
Using M1.5 to split a BIT file into 4 XC17256D proms, the select prom format is Tekhex.

The command line is: promgen -p tek -u 0 ctlx -x xc17256d xc17256d xc17256d xc17256d

Which is suppose to split a 100k bit file into four 256d proms. The 256 prom has 131,072 bits which
  is under 64k bytes.

This is the error message that you get when your run the command line:
ERROR:basbs:262 - 0x19682 bytes loaded up from 0x0 exceeds maximum 0xffff for TekHex prom format.

Promgen is not spliting the bit file into texhex prom files correctly.
