Problem Description:
Virtex bitgen fails to create a bitfile if -t option is used, but no error is reported.
The Tie option is not supported on Virtex parts. Bitgen will be changed to warn about this, but will
still create bit file.
Solution 1:
A fix for this problem is included in the 1.5i Service Pack 1. For details
