In EPIC, you can see/edit wide-edge decoders for the spartan and spartanXL devices despite the
fact that the documentation says that spartan and spartanxl devices do not have wide
edge decoders.
Solution 1:
The spartan and spartanXL devices had the EPIC templated copied from the 4k series. The
existance of the wide-edge decoders in the EPIC tool is a bug.
However, according to datasheets and documentation, the decoders should not be there,
