Problem Title:
1.5i SP2 Virtex Bitgen - Pulldown should not be enabled on VREF pins.
Problem Description:
The weak pulldown memory cell is currently enabled on VREF pins when it
should not be. This bug affects all Select I/O standards that use VREF.
Solution 1:
A fix for this problem is included in 1.5i Service Pack 2. For more information see:
