1.5i SP2 Virtex Bitgen - Bitgen is setting security bits too soon causing configuration to
fail
Problem Description:
Bitgen is setting the Virtex security bits too early in the configuration chain.
When the bits have been set no more writes may occur to the chip with the
exception of the startup command. This causes an error with the last CRC
check with INIT going low and DONE never going high.
