The Install and Release document for 1.5i states:
No bitstream generation included for Virtex
The 1.5i release does not include Virtex bitstream generation support. This will be provided as Virt ex devices become available

Solution 1:

This is a documentation error.
Virtex bitstream generation is available in 1.5i.
