Solution 1: On the older version of the TAP Controller if the done alignment had the done go active before gsr went active this would stop configuration before the registers were initialized. This is the behavior of the parts with this version of the TAP Controller. The newer families such as the 4000XLA, SpartanXL, and Virtex do not have this behavior.
