General Description:
A design targetting a 4062XL-CB228 writes out a PAD report that contains TDO as a reserved pin even
if boundary scan is not being used.
Solution 1:
This is an error in the .pad report file which will be fixed in the first major
release (as yet un-named) following version 2.1i..
