Problem Description:
Urgency: Standard
General Description:
Constraints Editor will allow the use of an existing timespec name
when creating a timespec in the pad to pad dialog, This will cause
the timespec to be ignored or error in ngdbuild.
Solution 1:
Create a timespec with a different name, and save the ucf file. Then
modifiy the ucf to commment out the wrong timespec or remove it.
This will be fixed in a future release of the software.
