Problem Description:
ngdbuild currently adds a pullup to a BUFT net. If a user has a pulldown
connected to this net, ngdbuild will issue the following error:
ERROR:basnu:118 - logical net "xxxx" has both a pullup and a pulldown.
Solution 1:
For Virtex designs, pullups and pulldowns are mainly used in the IO blocks.
Pulldowns can't be connected to the output of the internal BUFTs. To avoid
the error, pulldowns have to be removed from the design.
