In this case, the crash occurs due to a standard IOB component being LOC'd
to a GCLKIOB site. There is a related 1.5i map issue where BUFG's will be mapped to
standard IOB's unless an IBUFG is inserted between the PAD and BUFG. The map
problem should no longer occur in 2.1i, but 1.5i mapped designs that do exhibit this
problem will still cause PAR to crash in 2.1i.
Solution 1:
This problem can be corrected by fixing the clock configuration in 1.5i or by re-mapping in 2.1i.
