Urgency: Standard
General Description:
When creating area constraints, Floorplanner will not allow
them to be placed over blockram bar in both Virtex and VirtexE.
Solution 1:
This will be fixed in a future release. If the BlockRam need
to go in a specific location, then they need to be placed
manually.
