The fpga_editor_user.ini file is not recognized.
Solution 1:
Name the .ini file to either fpga_editor.ini or fpga_editor_user.ini (user is
the literal and not a user-name). Put this file in one of the follwoing places:
1. $XILINX\data directory
2. Revision directory of a particualr project.
3. Home directory (Unix workstations).
