LogiCORE PCI: Why does the top level PCI wrapper instantiate the PCI core wrapper instead of the core itself?

Record #6698

Problem Title:
LogiCORE PCI: Why does the top level PCI wrapper instantiate the PCI core wrapper instead of the core itself?

Problem Description:
Urgency: Standard

General Description:Why does the top level PCI wrapper instantiate the PCI core wrapper instead of the core itself?

Solution 1:

The primary reason for this is that the I/O elements are instantiated in
the HDL wrapper so Synthesis tools can see the I/O ports and hence
do not add an additional I/O elements during the "insert I/O" routine.
