General Description:
The Constraints Editor will write out an improper UCF is the
following is done:
1. Open up the Constraints Editor.
2. Make changes in the UCF.
3. Save (do not close the Constraints Editor).
4. Make more changes.
5. Save again.
At this point open up the UCF. You will notice that constraints got
concatenated similar to the following:
NET netname LOC = P25; NET netname2 LOC = P26;

Open up the UCF in your favorite text editor and insert
the carriage returns in the proper locations.
