Problem Title:
XPLA Professional: Compiler fails when tri-state buffers are defined as buried nodes.

Problem Description:
Urgency: Standard

General Description: Why does the compiler fail when I have tri-state
buffers defined as buried nodes?

Solution 1:

Due to architectural restrictions of buried nodes, it is not possible to
define these nodes as tri-state buffers. Tri-state buffers are only permitted
