Solution 1:

XPLA Software supports two properties that will disable the weak
pulldown resistor on unused pins and leave these pins tri-stated. This
is useful when there are unused pins connected to a bus. For example:

This disables pulldown on all unused pins and tri-states them:

xpla property 'tri-state all';


This disables pulldown on u1 at pin 4 and tri-states that pin:

xpla property 'u1:4 tri-state';

Note that a pin name must be specified even though the pin is unused.
