Solution 1:
Reset / Preset / Output Enables are all active high. Global Tri-State
(when active, default is off) is active low.
GTS is active low in XPLA1 devices and active high in XPLA2 devices.
Solution 2:
XPLA1 does not have a global reset signal, only the global tri-state signal (GTS).
