Solution 1:
The Factory_JF value affects the jitter filter characteristic of the CLKDLL element.
If the design requires to use regular CLKDLL, the JF value setting is 0xC080.
If the design requires to use high frequency CLKDLL, CLKDLLHF, the value
setting is 0xFFF0.
Those values are default settings, and users should not attempt to change them.
