General Description: When a design uses BUFG=OE property
on an internal net the fitter uses SLOW slew rate when routing the
BUFG net through the GTS pin even when the CTL (Control) file
has this set to FAST.
Solution 1:
This problem has been fixed in the latest 2.1i Service Pack
