After installing Foundation 2.1i with FPGA Express 3.2 (or Service Pack 2 with FPGA Express 3.3)
on a Windows NT machine, standalone FPGA Express complains that it can't see feslw30.dll in the PATH

For some reason, Windows NT does not always expand variables found in other variables. In the PATH
variable, replace %XILINX% with its value, typically C:\fndtn. Apply these settings and FPGA Expres
