General Description : In generating an SVF file from the JTAG Programmer for a Virtex device, there
may be a RUNTEST 6067 TCK command at the top of the file.
Solution 1:
This command is not needed for successful programming of the device,
but it will not hinder programming in any way. It can be thought of as
a delay at the start of the sequence.
