Problem Description:
Virtex speed files now have guaranteed setup and hold times.
Virtex speed files have updated MINs and Voltage and Temp. pro-rating
VirtexE speed files now have support for a new standard (LVPECL).
VirtexE speed files now have a corrected record for LVDS IO standard.
VirtexE speed files have updated values for V300E & V1000E for -6.
SpartanXL speed files now have guaranteed setup and hold times.
SpartanXL now have T->PAD delay for IOB with tristate mux configured.
