Problem Title:
Virtex Configuration: Device doesn't enter the startup sequence

Problem Description:
Urgency: Standard

General Description: Virtex device is configuring, but DONE does not go high, INIT does not go low, but the device is synchronized. In order for the Virtex device to enter the startup sequence, two things must happen:

1) The STARTUP command must be loaded into the CMD register
2) The CRC check at the end of the bitstream must pass

In the case of the CRC check failing, INIT will be pulled low, and the device will stop.

Solution 1:

If INIT is still high, this means that no CRC check has failed. However, if
the device misses a bit or loads an extra bit during configuration, the device
will be misaligned, and will not recognize any further packets. To reset this
condition, an ABORT can be issued (Xilinx Answer 8520) in SelectMAP
mode, or PROG can be pulled low in any mode.
