2.1i JTAG Programmer: ERROR:JTag - Unable to locate BSDL file 'xcv1000.bsd'.

Problem Description:

Downloading to a device such as the XCV1000 with JTAG Programmer software
results in the following error:

Check that your XILINX variable is properly set
and that the BSDL file is located along its path.

Check that your XILINX variable is properly set
and that the BSDL file is located along its path.
ERROR:JTag - Correct the above errors and issue the part command again.
ERROR:JTag - : The boundary-scan chain has not been declared correctly.
Verify the syntax and correctness of the device BSDL files, correct the files,
reset the cable and retry this command.
ERROR:JTag - No instance of the name '(Device1)' was found in the instance database.
Make certain that the complete boundary-scan chain was specified and
that you are using the correct JEDEC, .BIT and BSDL files.
ERROR:JTag - '(Device1)': Manufacturer's ID read failed.

Solution 1:

In most cases this issue is resolved by renaming the BSDL file to the name
that the JTAG Programmer software is searching for. If the BSDL file the part and package combination that you are using is not available, then it is possible to rename the BSDL file of the same part, but different package to the name that
the JTAG Programmer software is looking for. This is a temporary workaround
that can only be done with JTAG Programmer software. If performing Boundary
Scan tests, this will not work. You will need the package specific BSDL file.

Solution 2:

Updated BSDL files can be found at:
