General Description:
A case has been seen where an inversion was being dropped
between a MUXCY and a Flop in the same slice. The mapper
attempted to use the XORCY to implement the inversion, but
incorrectly drove the other pin with a "0" instead of a "1".

This change is available in the latest 2.1i Service Pack available at:
