Problem Description:

General Description:
A case has been seen where the placer failed to place the TDO comp when Exact Guide is used. It worked
okay if guide was not used.
Solution 1:
Work around for guided PAR is to use a PCF constraint to LOC the TDO comp:
COMP "TDO_O" LOCATE = SITE "TDO" LEVEL 0 ;
A CR is pending.
