This module will explain three popular timing constraints: (1) period,
(2) offset, and (3)from:to. Examples will be given on how to use each
in the User Constraints File (UCF).

- State the syntax for the PERIOD and OFFSET constraint in the UCF
- Explain the syntax of the FROM:TO constraint
